The international Council of North West Florida has been formed by local business members to serve customers here and abroad. This webpage can be used as a tool to contact members on the International Council who will be able to assist you in your business and/or real estate needs. Mission Statement Our Mission is to network culturally diverse business professionals who will assist local and international clients in all areas of business, real estate, and services. Members of the ICNF Lilly Vining- Chairman of ICNF Originally from Los Angeles, Ca., Lilly Vining settled in The Emerald Coast ten years ago after falling in love with it’s beauty while on vacation. Her previous background had been in health professions. As a Nurse’s Aide she went on and obtained her certification as a Emergency Medical Technician. She continued her education in Nursing specializing in Critical Care, OR, and ER nursing. When deciding to change careers, Real Estate was the natural thing to do as she is able to continue to work directly with people and provide them with care and service. A Realtor since 2000, Lilly is a graduate of Emerald Coast Assoc. Of Realtor’s Leadership program. She has and continues to be a member of the Professional Development Committee, Realtor Outreach Committee, and is a past three year member of the Grievance Committee. Lilly has been instrumental in bringing international specialty education to her local Realtor Board and has Chaired the International Committee for four years. Lilly compliments her Realtor career with being active on the state level with Fl. Assoc. Of Realtors. She is a member of FAR’s International Operations Committee as well as the International Forum. She is also one of the first Realtors on the Emerald Coast to receive the prestigious International Property Specialist designation. Lilly is a single mother of four daughters and has two grandchildren. She is active in various local volunteer organizations and her church. Lilly Vining is the founder and current Chairman Of The Board for the “International Council of NW Florida”. Her goals include bringing the world to NW Florida through education, trade missions, ambassadorship, and relations. Email:

Loraine White Treasurer- Loraine White, Owner/ Broker of Rainewhite Realty, has been licensed in real estate since 2001. Her background consists of more than 30 years in accounting, personnel, business management and computers. The past 8 years she has specialized in Property Management and has worked closely with numerous international clients moving to the area. Before entering the real estate market, while employed with major corporations and small businesses, she was fortunate to meet, work with, or employee citizens from various international countries including Germany, Thailand, Japan, Korea, Iran, Lebanon, England, Ireland, Czech Republic, Portugal, Brazil, Mexico, Canada, Italy, Spain, Jamaica, Turkey, Netherlands, Philippines, and has relatives in Scotland and Norway. She comes from a military background and re-located to Ft. Walton Beach, Florida in the fall of 1998.
